In this photo released by the U.S. Coast Guard, U.S. Coast Guard Petty Officer 3rd Class Robert Mackall, prepares a mooring line to tie up the 41-foot smallboat to a pier in downtown New Orleans during patrols of a safety zone after the motor vessel Tintomara and the tugboat, the Mel Oliver, collided in Mississippi River Wednesday, July 23, 2008 spilling approximately 419,000 gallons of number 6 fuel oil.
